Timnath Town Council unanimously approves $4.14 million contract for Timnath Parkway North Connection

The Timnath Town Council voted unanimously Tuesday to approve a $4.14 million construction contract authorization with Connell Resources, Inc. for the Timnath Parkway North Connection project. The resolution authorizes a base project cost of $3,387,035.15, plus a $350,000 contingency and allowances of $150,000 for lighting and $250,000 for streetscape enhancements. The project will extend Timnath Parkway west from Buss Grove Road to Main Street, adding a new roadway link and multimodal connection to Old Town Timnath.

Mayor Robert Axmacher announced the measure passed 4-0 after council discussion. Staff described the project as a near-term priority in the town's Transportation Master Plan that would complete a critical connection, improve regional mobility and support pedestrian and bicycle travel as well as vehicle traffic.

In a presentation before the vote, a staff speaker said the project would add about 3,500 feet of roadway from the eastern leg of Buss Grove and Timnath Parkway west to Larimer County Road 5, with a single-lane roundabout at Main Street and Buss Grove. Planned improvements also include a landscaped median, a shared-use path on the south side, pedestrian and bicycle facilities, storm drainage infrastructure, landscaping, signage, lighting and streetscape features.

Council Member Bill Jenkins said the project "makes a lot of sense" and would make the area safer "for multimodal as well as cars, pedestrians." He added that the connection has been in the master plan and budget for some time. Council Member Jeramie Holt said the project had been "a couple years in the works" and could help funnel traffic into Old Town while improving bike access.

Axmacher said Timnath Parkway had been envisioned for more than a decade and called the road link "a long time coming." He said he believes the completed parkway and future recreation center will help create "a safe Main Street" that is also accessible from the parkway.

Staff said construction is anticipated to begin in July 2026, with substantial completion expected later in 2026, weather permitting. Before the vote, Axmacher asked whether the town would receive any reimbursement tied to the work. Staff said the project is the town's responsibility but noted the town is expecting a $1 million reimbursement tied to an earlier development agreement. Under Resolution No. 42, listed as Item 6.b., the town manager is authorized to finalize the agreements in consultation with public works, legal counsel and other staff.
