Hall wins council consensus to advance Civic Campus financing resolution and Richmark agreement
Mayor Dale Hall won City Council consensus Tuesday to have staff bring back a July 7 resolution supporting financing for Greeley’s Civic Campus project and to move ahead on a draft development agreement with Richmark Vertical. The direction was given under Item 8, initiatives from mayor and council members, and did not involve a formal recorded vote.
Hall said the proposed July 7 resolution should state the council’s intent to continue moving forward with Civic Campus and to later issue and execute certificates of participation, or COPs, to finance the project. He also asked staff to work on delivering a draft development agreement to Richmark Vertical by the end of June so the council could begin reviewing it on July 7.
In making the request, Hall pointed to earlier council actions tied to the project, including approval of a pre-development agreement with Richmark Vertical on Aug. 5, 2025, and a reimbursement resolution on Oct. 7, 2025. After outlining the proposal, Hall asked whether he had consensus from the council. Receiving agreement, he responded, “All right, very good,” before the meeting moved on to the consent agenda.
Richmark Vertical has been serving as the project development manager under the pre-development agreement. Tuesday’s consensus keeps the Civic Campus effort moving toward its next major steps: a formal financing resolution on July 7 and council review of a proposed development agreement with the firm.
