Windsor adds utility rebates to grocery tax aid program

The Town of Windsor is expanding its Grocery Sales Tax Rebate Program in 2026 and renaming it the Grocery & Utility Rebate Program so income-qualifying residents can apply for grocery and utility rebates through one application.

According to the town, the change is meant to help residents offset utility expenses through a single, streamlined application process. Town Manager Shane Hale said the town is looking for ways to help residents who are dealing with higher costs for groceries, housing and other necessities.

The grocery rebate reimburses up to $250 per household each year for Windsor sales tax paid on eligible grocery purchases made within town limits, including qualifying deliveries from Windsor-based stores. Alcohol and tobacco purchases are not eligible. Residents who qualify may also receive utility rebates to help cover town water and sewer costs, with rebate amounts varying by service type.

Applications can be submitted throughout the year, with payment windows in July and November. Applications submitted by June 30 will be paid during the last week of July, and applications submitted by Oct. 31 will be paid during the last week of November.

To qualify, applicants must have lived in Windsor for at least 90 days and meet the annual household income limit, set at 60% of the area median income for a household of four. The town said applicants must provide a valid photo ID, proof of current residency and proof of income, such as a 2025 federal income tax return or signed income affidavit.
